Unfortunately, you cannot change servers in Lost Ark.
When you make a character, they are linked to a server and cannot move to another. That means if you want to play with a friend, you need to select the same servers during the character creation process.

TLDR: You can easily move a non dedicated world & players from a steam version of ark as long as you can access the server files for your dedicated server. Upload the contents of your save file to the server files, rename the LocalPlayer file to your numeric steam ID & you’re good to go.
